Paris ex-mayor says 'collective failure' led to abuse of children in school care

Former Paris mayor Anne Hidalgo acknowledged a “collective failure” to protect children on Tuesday as police investigate more than 200 allegations of violence, mistreatment and sexual abuse at the French capital’s state-run nurseries and primary schools for over more than a decade.
